Investigators are looking at a phone call between Russell and Tamerlan Tsarnaev just hours after the FBI released a picture of him. Cooperative with police since the initial stages of the investigation, Russell has begun to communicate with law enforcement through lawyers. (Source)

Bob McDonnell said the state will appeal the decision to the Supreme Court of Virginia, and representatives VDOT and its private partner said work will continue on the $2.1 billion project. (Source)
